Is Putin planning a new military force for his personal protection?

Writing in the editorial pages of the Moscow Times, political commentator Yulia Latynina says that president-elect Vladimir Putin plans to create a National Guard made up of special forces, numbering up to 400,000 men, answering directly to the president and charged with protecting the country from internal threats.

Russia already has such a force, the feared OMOH, operated by the Russian Interior Ministry. If another force, separate from the Interior Ministry to be created, it would send shockwaves through a country very familiar with the idea of troops and police poised against citizens.
